JCOs/NCOs/ORs too deserve justice and fair play: An earnest appeal to Maj Gen Satbir

An earnest appeal to Maj Gen Satbir, leader of the ESM. He got the veterans the benefit of OROP (one rank one pension).

1. General sahib, no JCO/NCO/OR has any objection to commissioned officers getting higher basic pay/pension scales due to their higher responsibilities and wider span of work.

2. However, MSP (military service pay) and the following allowances need to be the same for all the ranks. In fact, the lower the rank, the higher should be these allowances. Is the harshest condition of Siachen less harsh for the Jawan in comparison with that of a commissioned officer? Does a bullet differentiate between a jawan and a commissioned officer. Then why the difference in the MSP and the various allowances! Is it the British Colonial mindset still prevailing in the Army top brass?

- Military Service pay
- Siachen Allowance
- Field Area/Hard Area Allowance
- CI Allowance
- High Altitude Allowance etc.

3. What is the justification for giving Rs 5200 as the MSP to the combatant Jawan/JCO and Rs 10800 to the non-combatant nurse?

4. The minimum retirement age of a commissioned officer is now 54 (57 in the IAF). In comparison, the Army Jawans are forcibly retired in the age group of 35-40. Even a civilian peon/policeman retires at 60. Jawans face humiliation after their retirement when they work as security guards doing 12 hours duty everyday at a salary of Rs8000-10000 p.m. Sadly many security agencies are owned by the commissioned officers themselves.

Why are Jawans retired in the prime of their youth? Why cannot they be transferred to the other services like the MES, GREF, APS, DRDO, DGQA, Public Sector Companies like BEL, HALetc., Fire & Safety Services, Ordnance factories etc.? This will have twin benefits; no early outflow of pension and availability of patriotic, disciplined and non-corrupt manpower for the country.

5. Our Service Chiefs have demanded NFU for the commissioned officers. Why not the NFU for the Jawans? Can't you give a NFU of Nb Subedar to every Jawan retiring with 17 years of service? Has any Service Chief proposed this? Why don't you take up this case as strongly as you fought for the inclusion of the Lt Cols in the payband 4? Let every Jawan get the pension of Nb Sub (payband 2) at least.

6. General sahib, there is a growing feeling amongst the JCOs/NCOs/ORs that you are working more for the benefits of the commissioned officers rather than the Jawans. So your credibility is reducing with every passing day.

7. Now the ball is in your court. Will you display moral courage and include the abovementioned points in your agenda of Jantar Mantar agitation which is being restarted on 02 Oct? Fighting for the undiluted OROP is OK but the issues are much bigger for the Jawans. The real benefit of OROP has come to the superannuated veterans and not the early retirees. In fact, the OROP concept itself is flawed. And now the 7th Pay Commission has given the near OROP to all the civilian employees. Thus OROP alone cannot do much justice to the downtrodden Jawan.

8. If you do not heed to the advice here, you are not likely to get the support of millions of the ESM and history will remember you as an officer-centric General who really did not do much for the Jawan. Your Fauji Janta Party (FJP) is likely to be a failure, if you do not fight for the Jawans.

  1. These officers can never imagine other than their own benefit. They actually use the OR, NCOs, JCOs as their guard to protect their own interest.PBORs blood is the cheapest thing in India.

    1. I think, there are numerous organisations of PBOR, term discouraged now. These organisations should take up these issues, if they are genuine.

  2. You have hit the Bull's eye. Gen SS is doing a very good job, but only for Major to Bragadier, though on the strength of suffering of JCOs/ORs. How I wish he will realize the suffering of JCOs/ORs who are given "Marching Orders" from service when their children have hardly joined High School. Why Jawans/JCOs are not transferred to directly to PSUs/Para Mil etc "on continuing basis" to save the Exchequer from paying dual pension and also to mitigate the suffering of our unfortunate (early-compulsary retired) brother.   3. It is very good opinion we should get all the benefit which are suppose to be, at least allowances which all suffered in the same situation and condition so, why to differ? But, not to differentiate between Officer & Ors. Our demand to be put with full pressure and we are with us. your suggestion are very good.

On the 25th Sep 2016 at Kozhikode, Kerala, during the National Council Meeting of Bharathiya Janatha Party (BJP), Major AK Dhanapalan, The National President of Bharath Rekshak Party, met the H’Ble Rekhsha Matryji Sri Manohar ParrikarJI and discussed the following points relating to the Ex-servicemen Fraternity:-
    1. ARMED FORCES GRIEVANCES REDRESSAL COMMISSION
    The H’ble Supreme Court on 15/11/2010 suggesed for constituation of seperate COMMISSION to examine the Pay/pension and other grievances of the Armed Forces Personnel and the Ex-servicemen. The BJP has made it a point in their Election Manufesto also.
    On the 11 March 2016, H’ble Mininister of State SRi RAO INDERJIT SINGH Ji made a statement in the Parliament that “Ipursuance of Hon’Ble President’s Statement made in the Address to the Joint Session of Parliament on 9th Jun 2014, regarding Govt’s decision to appoint a Veterans Commission, the National Commission for Ex-servicemen Bill 2015 has been drafted. The comments Department of Legistative Affairs and Department of Administrative reforms and Public Grievances have been obtained. The matter is under consideration of the Goverment.” This was in response to an Unstarred Qeustion No.2474 by Shi MAHEISH GIRRI.
    We rquest to expedite the issue without any further loss of time.
    (we may recollect here, In the connected matter, W.P (Civil) No.291/2010 – “Pushpawanti Vs UO I” , the Hon’ble court was pleased to order the Govt to consider setting up of an independent Commission headed by a retired SC Judge “for looking into all grievances of the serving and former memebers of the Armed Forces. We feel this is necessary as the armed forces personnel have many grievances which they feel are not being properly addressed by the Union Goverment. Pointing out that the widow of a war veteran had approached the SC questioning the logic of paying her a meagre pension of Rs.70/- , the bench said this was the treatment meted out to highly decorated officers “it is shameful” that the Govt had allowed such a case to come to Supreme Court”Does it require a case?” What are you people upto? It is very demoralising for the Armed Force” THE BENCH TOLD THE SG).
    2. RESETTLEMENT OF EX-SERVICEMEN
    Armed Forces Personnel are retiring at a very early age i.e. before attaining the age of 60 years. No financial support OR re-settlement package is available to them. The Jawans who leave service at the age of 35-45 find it very dificult to support the family, educate the children, look after the old parents, getting mariage of young sisters etc. It is highly essential to provide alternate appointment and protect the salary drawn. A National Ex-servicemen settlement Policy is a very long outstanding requirement of the Ex-servicemen in the country. A National Policy should be made.
    3. DISABILITIES
    A National Policy on protection of disabled Armed Forces Personnel do not exist. Equal opportunities of right and full participation Act 1995 enable a Civilian Employee if get disabled whether on duty or off duty, whether due to service or otherwise, whether due to his own negligencies or not, his/her services are protected. If the employee is NOT able to work, still he/she is to be kept on supernumerary strength and paid full pay and allowances till the age of 60 years. WHEREAS the Armed Forces personnel injured/diabled will be sent home, some time may be wihout pension on flimsy reasons. This is inhuman.
    The equal opportunities of Right and Full Participation Act 1995 should also be made applicable to Armed Forces.

  9. Thanks Major Dhanapalan for taking up the case. It addresses issues raised by ArmyPayResearch. I agree with the logic that the Soldiers should get same allowances in respect of threat to life and area specific.Infantry Unit life is most difficult and their Jawan's life is even more.

I very strongly feel that Chiefs must get the JCO's, NCO's and Jawans same allowances as officers as they have to work even harder, The culprits are babus who don't let the pay commission work with independence. Each soldier should be given 15 years edge for calculating his pension and none should come out with less than 33 years service benifit. Keeping the Army young is need of the nation and nation must pay for it

As far as the JCOs',NCOs' and Jawans' issues are concerned,the Babus are not the culprits, the real culprits are the people like you sits in the Service HQ.If you want to know the mind set of Service HQ, just go through the recommendations submitted to the 7CPCs,it is available on the web site. The need of the hour is a thorough white washing of mind set. Will it ever happen?.

  13. I have gone through with all the articles comments of an retd offrs, and others. Pl dont blame to anyone. It is the major fault of MIML given by Britishers a single word was not changed by our military leaders.A major fault was in 6th cpc for veterans specially. 50% of last salary scale was the pensionbut 6th cpc has given a gap by reccommending the 50% of present salary ( salary at the time of retirement). Again it was repeated in 7th cpc. for example when u multiply 2000 by 2.57 it gives 5140, 6000 by 2.57 = 15500 now MSPof ors and jcos are reccommended 5200 and offrs 15500.Now we should to fight to change the reccommended pension system of 6th and 7th cpc. We should not agree less than 50% of last salary of the retired rank in pay matrix. What is use of Pay matrix and to show a huge amount in the last of that rank.
    The MSP multiplication formula ( by 2.57) should be abolished.It should be same for all ranks.( Ors get good service pay , classification pay JCOS get GP x PAY ALL SHOULD BE ABOLISHED if same MSP FOR ALL RANKS INDUCTED.)
    Iknow most of the ors and jcos will not be agree with this formula. Please dont blame your offrs. They are fighting for all.when the increament cpcs formulea are wrong what can they do.
    Such points should be raised.

I very strongly believes that , MSP and allowances given as a compensation to geographical conditions and hardship due to remoteness and climatic condition should be same for everyone irrespective of ranks. Reason every one feel the same effect of cold in siachen irrespective of the rank. Difficulty in reaching home or contact family from remote area is same for everyone deployed in a remote area.

    2. I also strongly believes that ration should also be same for all ranks, since physical requirements are same for every indian. Food habits are not changing by wearing ranks among indians., hence it should be same.

    3. Giving more rank and basic pay to officers because of their accountability and wider responsibilities, that can be justified. Differences in ration and allowances pertains to geographical conditions cannot be justified.

    Anyone from elite class ( Defence Officers) may clarify as they are abusing Babus and Netas for wrong doings everywhere like in OROP ,PAY, PROMTION Etc.
    1. Who proposed separate MSP for Officers, Nurses and Jawans?
    2. Who proposed MSP for Nurses more than a Subedar Major?
    3. Who proposed Second Lieutenant rank be scraped but never bothered for Sepoy rank to bscraped ?
    4. Who proposed reduction in time scale for Capt, Major and Lt Col and increase in time for Havildar / Sgt/ Petty Officer?.
    5. Who proposed that minimum time for JWO in IAF b 19 years in selection and brought Lt Col in Time bar to 13 years. In both cases, min time was 17 for selection grade. Lt Col pay increases on promotion from Major by 32000 to 35,000 in 13 years time bar while for Sgt 13 year time bar 1800 only and for selection grade JWO it increase by 3800 . DA @ 119 % Ref.
    6. Who proposed that promotion from Sgt and above will be based on ACR / Merit and for Officer 4 Promotion Time bar?
    7. Who Brought Lt Col to pay band 4 and Not brought Havildar to PB 2 . As per 6 CPC report, PB 4 was given to Maj Gen and above.
    8. Who made policy to Kick more than 70 % Sepoys after 17 years of Army service without single promotion and keep Officers in service up to 55 yrs ?.
    9. Who justified that your car will become scrap within 4 years and you be allowed to buy again through CSD but a jawans car will not get a scratch for life time.
    10. I can list many more but I hope the above mentioned points are enough to tell you that stop fooling us on the name of Babus. I'm sure 90% Officers sitting in AC Office at HQs are real culprits behind all the discrimination and injustice for above said points.

  16. after the 1971 war was over ,many ncos were sent out to reduce huge reserve force in all 3 services mercilessly without transferring them to reserve after completing their regular service in most of the cases retained in reserve sent them out as use &throw as own request .poor veterans didnot see &know its ill effect. some of veterans discharge book shows ,at own requert &long role shows normal reasons , courts are very costly .all living in their evenings of life without free medical facilities. pl help them to get reservist pension &free medical facilities
